It's a GM question actually and I also had the same question when I read davies' book. I would think against equal/stronger I would play Bh3 and against waeker keep the options open with Re8.

If you can't answer your own question with a little bit of analysis, then maybe it's time to try another opening.  Buy a middlegame book and learn some positional chess.  Or, better yet, pick up Irving Chernev's or John Nunn's book move-by-move books so that you can understand the moves you are making.  I don't think "he does that, then I do that" kinds of questions are particularly useful past move 20 one move out of a book you looked at.  It's quite clear you don't understand how you got to the position you are looking at.  And if you don't understand how you got there, it's time to back up...

Yeah, I was following his line (Davies) and I kept getting the position after Qxh4 against weaker players, so I'd really like to know an alternative...

In the Keres Variation of the Ruy Lopez after 1 e4 e5 2 Nf3 Nc6 3 Bb5 a6 4 Ba4 Nf6 5 0-0 Be7 6 Re1 b5 7 Bb3 d6 8 c3 0-0 9 h3 Na5 10 Bc2 c5 11 d4 Nd7 12 Nbd2 exd4 13 cxd4 Nc6 14 d5 Nce5 15 Nxe5 Nxe5 16 f4 Ng6 17 Nf3 Bh4 18 Nxh4 Qxh4 19 Rf1, Nigel Davies in his book, Play 1 e4 e5, recommends taking the perpetual check with 19...Bxh3 20 gxh3 Qg3+ 21 Kh1 Qxh3+ etc. However, in Mastering the Chess Openings volume 1, John Watson says 19...Bxh3!? draws but black can just bring a rook to the e-file and see what happens. What is the best way for black to bring a rook to the e-file? Also, if white plays 19 f5 (instead of 19 Rf1) 19...Ne5 20 Rf1 Bd7 21 f6, Davies also recommends taking the perpetual with 21...Bxh3 22 gxh3 Qg3+ etc. But why does black need to take the perpetual after 21...Bxh3 22 gxh3 Qg3+? Whats wrong with 23 Kh1 Qxh3+ 24 Kg1 gxf6 with the idea ...Kh8 and ...Rg8?
